The municipal government and Victory Oilfield will invest RMB1.2 billion to build two 30000-ton ports in 2 years. And a 107 square km port industrial zone has been planned. The transportation is very convenient with a traffic length of 1234.8 km and a roading density of 74.9 km/ 100sq km. （4）Every USD1 foreign exchange earned will be awarded for RMB0.02, every extra USD1   foreign exchange earned will be awarded for RMB0.10.
