1.Industry
Policies and measures are as follows: paying the same attention to quantity and efficiency to strengthen the overall industry power; developing rapidly high-tech industries; speeding up the introduction, development and transformation of new advanced technologies of new materials, biomedicine, electronic information and fine chemistry, focusing on economic benefit and combining technology with market need; enlarging the scale of high-tech products manufacture while serializing the development; establishing the oil technology park by constructing the Yellow River Bayou High-tech Park with the technologies, talents and power of China University of Petroleum; speeding up the transformation of traditional industries, such as petrochemical industry, electromechanics, construction material, medicine and wine making, by adopting new advanced technologies to improve the technical skills and facilities; ensuring investment into local industry fixed assets be no less than RMB190,000,000; improving service and coordination to promote investment and enforce the economic strength; taking measures to support key enterprises and encourage medium or small ones; cultivating the obpyramidal distribution of industries in Hekou, which is composed of the base for electrical conduit, biomedicine, construction material and mechanics in the east represented by the oilfield and Jijun base, the base for petrochemicals, agro-production deep processing, furniture and textile in the west around Yihe Town, and the high-tech enterprises based on the economic experiment parks in the south.
  During January and September 2006, there were 48 large scale enterprises, 6 more on an annual basis, with a total industrial output value of RMB6,270,000,000 increasing 79.7% year-on-year; a production and marketing rate of 99.35%, increasing 0.45% than last month; a added industrial value of RMB1,995, 000,000, a 78.6% increase; a high-tech industrial output value of RMB1,406,000,000, 22.43% of the total industrial output value; a sales income of RMB5,973,000,000, a taxation of RMB726,000,000, increasing 102.0% and 80.1% respectively.
  Characteristics of the industry of Hekou are as follows:
  —— The pulling effect of leading industry has been enhanced. From January to September this year, the total industrial output value of the three key industries, petrochemicals, salt and fine chemistry, had reached RMB4,857,000,000, paying a taxation of RMB575,000,000, 77.46% and 79.25% respectively of the totals of large scale enterprises. The total industrial output value of petrochemical industry was RMB3,634,000,000, paying a taxation of RMB447,000,000, 58% and 61.6% respectively of the totals of large scale enterprises in the district.
  —— The pulling effect of new invested projects has become obvious. A series of new projects, such as the 1,200,000t/y crude oil unit of Fuhai Group, the first-stage construction of Macrolink Salt, the 5,000t/y neopentyl glycol projet of Guanghe Fine Chemistry, the salt project of Chunxing Salt and the 1,500t/y SIPM projet of Xuye Chemistry, have pulled effectively the development of petrochemical industry, salt industry and fine industry to invigorate the local industry. During January and September, 14 of the 18 planned projects with a total investment of RMB20,000,000 had been completed or constructing. The non-stick pan project of Haisheng Aluminum, the seamless steel tube of Jingcheng and the Tianpu fine chemistry project had completed and started production. The Fubang Chemistry product had finished its trial production successfully.
  —— The pulling effect of large scale enterprises has become outstanding. The so-called “Three Hai and one He” key enterprises have grown large, 4 of which made a 56.61%’s contribution to the total industrial output value of the district in the first 9 months this year. That’s a 52.4% pull of economy. Out of 48 enterprises, 9 made a sales income of more than RMB100 million, which totaled RMB4,997,000,000; 28, 83.66% of large scale enterprises in the district, made a sales income between RMB10 million and 100million, which totaled RMB940,000,000, 15.73% of the sum of large scale enterprises.
2.Agriculture
    [Crop farming]Great importance has been laid on crop farming by increasing investment. Under the circumstance that the planting area of summer grain crops reduced, the yield per unit was increased greatly. 310 kg grain per mu were harvest, the highest output since the foundation of the district, thus the total summer yield of the district was 6,100 ton out of 19,500 mu wheat land, while the total autumn yield of the district was 13,000 ton out of 28,000 mu wheat land. The ratio of grain crops to economic crops was changed into 20：80. Due to the high price of cotton, the planting area of cotton reached to 135,000 mu with a 50,000 mu’s increase, and the yield was 12,700 ton. The planting area for vegetable and peanut were 8,870mu and 10,550mu respectively. The planting area for winter wheat was 32,800mu with a 12,300mu’s increase than the previous year. The planting area for reed was 400,000mu, of which 50,000mu was improved old land, and the yield was 165,000 ton.
   [Stock raising]［Breed improvement］26 Bohr goat were delivered in Liuhe Town by the application of embryo transplantation technology. The promotion of veterinary sciences has increased the technology content to 70% in stock raising. 9,000 beef cattle, 35,000 goats and 25,000 sheep were hybridized in the whole year.
［Forage feed］Focusing on the feeding zone construction and scale feeding, culturists are encouraged to plant fodder grass that assorts with animals’ need, thus to combine grass growing and animal feeding together scientifically, which can enhance economic returns. In the year 2004, 20,000mu’s fodder grass assorting with animals’ need was planted and 75,000 ton’s ensilage was harvested. The large scale culturists should change their mind to accept the concept of stabling and intensive culture except grass planting, thus to improve the quality and benefit of animal products.
［Epidemic prevention］Focusing on the construction of Yellow River Delta High Effect Ecological Economy and Green Industry Demonstration Zone, the district enforces strictly the Epidemic Law and the Shandong Provincial Epidemic Regulations to prevent epidemic diseases that could infect human, such as aphthous fever. In the Five-prevention activity, the immunity density, the ear tag application rate and animal epidemic file rate are 100%.
   [Forestry]In the year 2004, 34420mu winter date garden was newly built, plus 50000mu replanted; 17340mu paper woods newly planted; 15000mu farm-side forest newly planted, with 10000mu perfected. Then there was a green pass of 82 km long covering an area of 13730mu, among which 43.5km was on land covering 7500mu, while 38.5km was along riverside covering 6229.6mu. 50 villages had finished afforestation including 3 schools with 380.000 trees planted. About 200,000 trees were planted along the Four Sides. 39,000 people attended the voluntarily planted 180,000 trees. Chinese tamarisk was raised for 50000mu. Culture of seedling was done for 1200mu with a fruit harvest of 12603 ton, which valued RMB98,000,000.
    [Fishery] The total sea-farming area is 292150mu, not including the 10000mu newly built, in Hekou, among which 205270mu is for brine shrimp, and 86880mu for fishes, other shrimps and crabs. The total shallow sea farming area is 136166.5mu. The overall fresh water aquiculture area, not including the 10000mu newly built, is 50000mu, among which 29600mu is pond, while 20400mu is reservoir. The main products of sea-farming are shellhish, Chinese prawn, camaron, South America prawn, portunid, jellyfish, sea cucumber, brine shrimp, Paralichthys and bass, while the main fresh water products are South America prawn, river crab and the Four Family Table Fishes. In 2004, a total of 90,000 ton water fowls, 62,400 ton sea products, 8,500 ton fresh water products and 19,100 ton caught at sea, were harvested, which valued 837,000,000 increasing 13.6％ and 27.4％ than 2003.
3.Tertiary Industry
    [Transportation]5,210,000 ton of goods were transported with a freight turnover of 472,130,000 tkm, a 12.8% increase year on year, while 802,000 passengers were transported with a passenger turnover of 57,050,000 pkm, a 6.3% increase year on year. 100 more taxi were put into operation. A lot effort had been made to make the passenger transportation into order by stop illegal taxi and tricycle motor. There are 2 first class garages, 12 second class and 237 third class. The transportation market is developing steadily, healthily and safely.
    [Post]［Postal Savings］the annual balance of postal savings was RMB130,000,000 with the accumulative number being RMB465,000,000,from which a benefit of RMB7,597,700 was made far beyond the annual plan and listed at the first place of the whole city. 32,900 deals of remittance and exchange with a benefit of RMB330,100 were made.
 ［Postal Services］An annual benefit of RMB240,000 was made from postal services, among which RMB101,400 was from 36 postal advertisements. The benefit of express service was RMB229,300, a 23.02% increase year on year. While the benefit of stamp collecting service was RMB369,200 and the benefit of parcels was RMB290,700.
 ［Newspaper and Magazine Subscripting］The annual income of this part was RMB796,700 in 2004, among which RMB94,900 was from retailing. And an order of RMB3,050,000 was made for 2005. The emphasis was put on the whole year subscription and retailing of newspaper and magazine, while auctioning some newspaper kiosks. Thus a RMB69,500 order was made through the whole year subscription service.
   [Electricity]There are two electricity networks, Shandong Electricity Network and Victory Electricity Network in the district. A 35KVA×2 transformer station has been completed to supply 3500 kilowatt-hours per day. China Datang Corporation has been planning to construct a power plant of 4×1,000,000 kw in Dongying.
    The district government adjusted the electricity price according to the Notice to Adjust Electricity Price issued by Shangdong Development and Reform Committee and Shangdong Price Bureau to ease the pressure of coal price rise on electrical enterprises and the electricity network construction. No adjustment was made on the price of electricity for rural family use and medium sized fertilizer manufacturing, while 2.54 fen increase was made on electricity price in town and city, and the rural directly supplied electricity price was cut 7-9 fen, which became the same to town and city price.
     [Information industry] In recent years, as the development of globalization and informationization, information has become the core competition for enterprises to strive in the new economic environment. So many enterprises in the district have been taking reforms using information technology while doing information projects. For example, companies such as Yellow River Furniture, Tonghai, Fuhai and Zhonghai have registered for the “Double Hunred” Project, “Mutiplication” Project, Computer Application Project and Provincial Information Industry Special Fund Project, etc. to take advantage of the preferential policies. In 2005, Tonghai Group, Qiancheng Grain and Oil and Zhonghai Petrochemical applied for a special fund of RMB240,000 for information industry development. The automatic accurate control and informationized furniture manufacture project won the prize of the Municipal Best Information Project.
    In 2004, the district started the “Digital Hekou” metropolitan area network project based on the government websites. After one year’s construction and improvement, a network that can reach cities, districts and towns has been built to communicate and share information, which prevents information block and repeated construction. Till now, 71 departments and organizations have joined this project via 23 optical cables, 5 digital circuits and 15 ADSL cables. The total length of optical cable is 5500 km, and 7000 km of electric cable, of which 70 km is long distance. The total capacity of telecommunication switches has reached 77,000 gits. The cable TV network covering the whole district can offer 53 television programs at the same time to its 60,000 users. All those mean that Hekou has made a profound progress in information infrastructure construction.
